The history continued:- Since the mid 90's bunding has become one of the most talked about topics for above ground fuel storage. Each manufacturer has designs and thoughts on how to contain spillage if it occurs. The environmental agencies of this country have taken it upon themselves to investigate this problem. They have discovered that not all manufacturers' bunded units would do what was required. In their wisdom SEPA {Scottish Environmental Protection Agency} wrote a set of guide lines {PPG2} in 1997. These guidelines were then adopted by the Environment Agencies in England in 2000 and form part of the DEFRA 2001 Guidance note for the Control of Pollution(Oil Storage) (England) Regulations 2001. Although they were not mandatory they were recommended. Since then a new white paper has been written which brings these guidelines into legislation. In 1997 our company devised what we thought would overcome all the current problems in diesel storage. This new tank unit will take us into the 21st century meeting all safety requirements. We call it our 'Environmental Tank' |
We have taken our standard single skinned tank and totally enclosed it within a second set of steel sheets. We have allowed a safety gap around three sides and a void area at the front. We then created a hinged- down door 350mm from the roof to allow access to the internal compartment. This critical size below the door allows for the 110% bunding capacity required. The door is secured by either heavy duty slide bolt and padlock or a double acting mortise lock. The door is surrounded with flat bar to ensure that no unauthorised entry can be achieved by vandals. |
The fill point of the tank is housed within the bunded area so that if dripping occurs from the fill pipe it will be contained within the bund. The venting of the tank is returned into the bund at the front so the tanker driver can see any over fill situation. This ensures that should there be an overfill then the contents will overflow into the bund and not to the roof and the surrounding area. |
This feature has a secondary effect in that it means that all fumes from the tank are continuously circulating around the bund keeping both the bund and tank sheets lubricated and preventing rust, thus increasing the life of the system.
To comply with SEPA & DEFRA all gate valves for draining or draw off are kept between the tank and the bund. If an attempt is made to drain the tank then the person must first obtain access to the tank via the locked door to open the gate valve or the security cover on the roof of the vessel. There is NO drain plug on the bund. This ensures that if a spillage occurs then it cannot be emptied without properly sucking it out and disposing of it correctly. |
This design can be fitted as standard with a over under bund alarm, as above, which sends a warning to the tanker driver if he attempts to over fill. This allows the system to be connected to a computer or BMS ( Building Management System) either by line or electronic remote sender to tell the user when it requires to be filled or is about to be overfilled or has a leak in the bund.
This type of system can be supplied with electric pumps with a suitable flow rate for the application. A flow meter is normally attached to give both batch read outs and a continuous total. Pumps are fitted with an automatic nozzle to ensure no spillage when filling up vehicles/plant. Pumps also are fitted for fuel transfer to generator day tanks or boilers. These would be fitted as standard with a return line from the pump discharge to the top of the tank for a return system. This feature protects the pump in the event that no product is being drawn and circulates the fuel. A secondary back up system is also supplied by means of a semi-rotary hand pump This allows the use of the unit either during power cuts or on sites, which do not have access to power. |
